At least the ath_pci / madwifi driver does it (tested). For a start have a look at "VAP creation" in the wlanconfig configuration tool.
Successors of ath_pci seem to still feature VAPs?
I think the (core) kernel itself does not care; it probably cannot even tell the difference with someone having multiple *real* interfaces.
