It's an Ubuntu specific patch to NM. Their network control panel lets
you select whether a specific interface is in "Roaming" (controlled by
NM) or "Manual" (invisible to NM) mode. It's basically a hack because
(a) NM 0.6.x didn't have good static IP support, and (b) drivers really
suck, and since Ubuntu packages 4 different 802.11 stacks and a shitload
of very, very bad drivers, they hacked around crappy drivers instead of
getting people to fix said drivers.
Definitely not the way it's all supposed to work, and the #1 source of
confused bug reports against NM...
