It's Ubuntu Feisty -> Gutsy upgrade. It's also not installed on my desktop, which is Ubuntu Edgy -> Feisty -> Gutsy upgrade. So either Ubuntu needs to enable the /apps/gnome-power-manager/general/network_sleep key by default if NM is installed or install the pm-utils package by default.
