NetworkManager DBus interface

I had a question about NM's DBus interface, currently I'm querying
'/org/freedesktop/NetworkManager' to figure out if an internet
connection is up or not. I remembered however that I had to hack my DBus
policy files to get it to work on Gentoo (probably due to me
misconfiguring it). My question is, can a standard user-mode application
use this interface, or will it be locked down?
