A belated correction: No it isn't. In Windows and Konqueror it's
optional and on by default, in Dolphin it's optional and off by default,
and in Mac OS X there is no such prompt at all.

The better designed software is, the fewer alert boxes it has.

It may be true that moving something to the Trash is too easy to do
accidentally, but if so, there are much better ways of fixing this than
using an alert box. For example, making the keyboard equivalent a
two-key combo instead of a single key.
