Well, maybe not mozilla, but certainly Galeon, Nautilus, Evolution, etc
sure can.

Of course mozilla will not be a gnome project, but there could exist a mechanism being able to 'export' the preferences from mozilla to gnome for being shared, as mozilla do for netscape4 preferences. This should be an option ...
