What is this startup time when you just launch Meld by itself (i.e.,
not viewing your SVN repo)? In some cases we don't handle very large
repositories that well, though best I know TortoiseSVN won't actually
be launching Meld in version control mode.

So just to echo others, this is definitely not expected.

As for your later question, there's no such thing as a 'debug build'.
The easiest way to check is to do as Vasily suggested and launch it
from a checkout, after installing the GTK+ dependencies. This isn't
trivial but I don't have a better option right now.
