Three-way-diff extra error when two are identical?

The attached screenshot shows a case where the first two files are
different, but the second and third are the same. There are three
horizontal arrows. The first two make sense to me, but should the
third one (the one furthest to the right) be there?

I've confirmed this same behavior on the latest master branch (42031432).
