Is GTK+-3.8 too new?

Hi,
I am using Ubuntu 13.04, which was released 6 months ago, however, when I tried to get the latest Meld from its repository I got and error message saying:
"Meld requires GTK+ 3.8 or higher."
Ubuntu 13.10 does have GTK+3.8, but it has not officially released yet.
I am sad that I can't enjoy the latest version of meld(:
