I don't have any problem having the navigation in a column (although I
prefer the horizontal nav bar). I'm only asking for good examples of
horizontal primary nav bar combined with a detached vertical secondary
bar, as you are proposing for wgo.

In http://news.bbc.co.uk/1/hi/world/default.stm there is a bbc.co.uk
horizontal nav bar at the top (the equivalent to our General nav bar)
and then a BBC News primary nav bar in the left column that spans
sections one you click at them (showing the BBC News secondary
navigation).

You have an example at

where "Business" is the section in the primary nav bar and "Your Money"
is the page selected from the secondary nav bar.

There are many examples of websites with General + primary + secondary
bars displayed horizontally in a header, it's just a magtter of working
efficiently with the look&feel.

This system gives you more freedom to play with the content underneath
the header, easing also fluid pages and small resolutions (in a Nokia
770 you end up hating vertical nav bars you barely use and they eat your
screen).
