OK, I've put the FramedMeter wrapper code in the same place as the dial
code, as http://www.bdt-home.demon.co.uk/computer/gtk/FramedMeter.zip
I think this version assumes some limits that the actual gtkdial code
doesn't impose, but it's a starting point.
