I don't believe the X11 development files are available for download from Apple (at least I could never find it).
They are available from ADC: <http://developer.apple.com/>You should become a member (free registration), then login and browse the updates to find the SDK.
Then ports are available either from Fink (http://fink.sourceforge.net/): binaries or sources, or from DarwinPorts.
