I haven't used the pixmap theme engine, but I do use the GTKstep one:

	skunk:/tmp$ ls /usr/lib/gtk/themes/engines/*
	/usr/lib/gtk/themes/engines/libstep.la*
	/usr/lib/gtk/themes/engines/libstep.so*
	skunk:/tmp$ 

Check the configure script for gtk-engines. Is there a --enable-shared
option somewhere? Sometimes, library packages don't build shared (or
static) objects by default.

I don't see why that would be the case here, since statically linking a
theme engine doesn't make much sense, but then (IIRC) the pixmap theme
engine is still in development so it could be a debugging measure.
