Why does the gtk combo box list pop up on enter?

I've spent two whole days trying to figure out why the list pops up
on enter.

I explicitly had the gtk combo box's entry "activate" callback return
TRUE so that it indicates the event was handled.

But the combo box's list still pops up!!
