The region in question is the status bar that shows various messages
when you open or save files, select menu items etc.
There is a dragable separator to change the space allocation for
it, but
I think you know that.

This response seems to miss the point. I also find it troublesome
to have a workbook reopened showing only a few of the available
sheets, so I would like to give my interpretation of Kishan Bhat's
question.
Is there any way to set a preference for the number of tabs showing
sheets in a workbook?
Gnumeric tries to show as many tabs as possible. So if the window is
wider it will show more tabs. There is a fixed amount reserved for the
status area and the formula area.
