I am using Gnumeric 1.9.12 on Vista-64. I am using the interpolation function
in the time series plugin. Every time I restart Gnumeric I have to
reactivate the time series plugin. How can I make the inclusion of the time
series plugin persist and be available when I start Gnumeric?

This should be persistent. Does this happens with other plugins, or with
other settings? That might be a bug.
IIRC this happens if Gnumeric lacks GConf support. (I never tried the
ready-made Gnumeric binary, though, I just installed it from GIT
sources.) When I installed the binary GTK+ packages on my WinXP system
to compile Gnumeric and its dependencies, GConf was not included. I
recall that I needed to install it separately and then recompile
Gnumeric and/or GOffice to make it remember the plugin settings.
The git version can save plugin preference inside ~/.gnumericrc, does
the window version also use gnumericrc ?
No, it uses the registry.
