making a column or row unwritable

How does one fix column and row labels which sit outside the worksheet?  For
example, I might have column labels like name, organization, etc, which should
not be overwritten when entering data or performing any other functions on the
data in the worksheet.  I have read the manual and am sure that I've missed the
relevant paragraph.
