I have exactly the same problem.
Also didn't observe this with any prior version.
Checked my intltools and find that I am using a very old version
(0.17). Will try updating and recompiling.

I'm finding that the plugins are not behaving correctly. On starting
gnumeric I see a slew of errors on stderr, like
/opt/gnome2/lib/gnumeric/1.1.14-bonobo/plugins/py-func/plugin.xml:22:
error: Input is not proper UTF-8, indicate encoding !
<name xml:lang="pt">Funções Python</name>
and also a gui error box saying that almost all the plugins are
disabled, as in

"/opt/gnome2/lib/gnumeric/1.1.14-bonobo/plugins/gnome-glossary/plugin.xml".
File
"/opt/gnome2/lib/gnumeric/1.1.14-bonobo/plugins/gnome-glossary/plugin.xml"
is not valid plugin info file.
Am I doing something wrong in the build? (I didn't see these errors
with 1.1.12)
