that's being worked on in openh323. it'll not be public before the next
release of openh323 though. That's gonna be fixed with the software
codec plugins system Craig has laid out. 
For now we gotta wait, as there's no patch to openh323 (to my knowledge)
that would add the MS-Speex option.

If you want to compare the difference, check the GSM-06.10 against
MS-GSM (both from OpenH323) and see for yourself which parts differ.

MS-GSM isn't bad by design, but usually by config. Make sure to set the
jitter buffer to high and enhance your parameters for network
throughput. Generally a low latency should do ok with MS-GSM. (though
not excellent for some people)
