Sabayon is a system admin tool, not an end-user tool, and being able to
change some things for the login screen and the system as a whole might
be useful.

I would think that those patches make sense on a case-by-case basis. I
wouldn't agree to having a "set background" "make default" button, but
changing the default keyboard setup, or the default language would make
sense to me.

It's probably not useful for single-user setups (by which I mean real
single user setups with no login screen whatsoever).
