Do you mean move the font settings into the theme capplet? I don't 
think this makes sense without creating a new appearance capplet (see 
below).

Shouldn't desktop background come under appearance?

This has been suggested before, but I am a bit worried about creating 
"UI Churn" without bumping a major version number. Changing around just 
for changes sake will just upset users and system administrators. Let's 
find out why they were done separately before we just start throwing a 
hundred settings into one window.
