NetworkManager doesn't have any settings of its own, really. The proxy
setting could host the multimedia network preferences (selection of
"speed").

Do you mean move the font settings into the theme capplet? I don't think this makes sense without creating a new appearance capplet (see below).

How about a display capplet with screensaver, resolution settings and
desktop background?

An appearance one with theme, menus and toolbars and fonts?

Shouldn't desktop background come under appearance?

This has been suggested before, but I am a bit worried about creating "UI Churn" without bumping a major version number. Changing around just for changes sake will just upset users and system administrators. Let's find out why they were done separately before we just start throwing a hundred settings into one window.
