The app menu is not the same as the menubar, it is meant to contain actions that are "global" to the application as a whole. However, for simple applications it can replace the "in-window" menubar entirely.

It is actually implemented since 3.4 :)
(But note that applications need to support it explicitly, so for now only few applications make use of the menu - there is an approved GNOME goal to change this for 3.6)
