Well,
there is a new mutter key "workspaces_only_on_primary" that is by
default false,
but Gnome-shell overrides it in
"/schemas/desktop/gnome/shell/windows/workspaces_only_on_primary" to
true. I guess changing that to false, you will get what you want.
