A good thing would be to have the - and + icons as Brian said and when the minus icon is clicked, the latest added workspace should send all opened windows to the first empty workspace and if not, send them to the nearest, and then the workspace disappears, but not the applications inside it.
But if someone wants to close an activity (represented by workspace) and all programs associated with it? That behavior should be customizable and the best option chosen for default one.
