As I read this, I'd expect to see a standard xterm, the panel, and
icewm.

The second xterm shouldn't be showing up if icewm is behaving normally
since you are running it above iff icewm fails.

I'm not sure if icewm supports the WM spec. If it doesn't, this is the
sort of be havior I might expect.
