You can test it by simple type 'panel' in a xterm (or gnome-terminal).
It should be there.
Are you using gdm to log in? If so make sure you use gnome-session as
type of login. If you start X by typing 'startx' from console make sure
you .xsession includes gnome-session and not the name of you
windowmanager (for example sawfish).
