installing GNOME panel

Subject: installing GNOME panel

I am running Debian linux and gnome is installed (ie I have the tools and
the gnome control center) but the gnome panel (the thing with the
foot) does not appear when I log on.  How can I find out if it is
installed, and if so how do I set it up?
