The idea was to have a news server capable of queueing request and clients
that speak the same languaje (request negotiation).

The newsgroups files are common for all the user of one machine (maybe for
one LAN, if all client computers use the protocol over the small network to
request and retrieve news), but everyone can read only what he wants. He
would never know if the request come from cache or from download (except for
response time: now vs after another phone connection).
