Hi,

I was only able to check this now. I have compared the header with one 
from a file that is already commited to git:

Apart from "Project-Id-Version: " strings, and "POT-Creation-Date:" 
"PO-Revision-Date:" timestamps, they are the same. Including the 
commented out lines. I am not saying the is no issue.
On DamnedLies you can see that gnome-terminal was not inicially commited 
to master where I uploaded it but on 3.20.

Could that be the culprint?

PS - I noticed the change this morning when I was uploading file-roller 
manual and commited again gnome-terminal manual to master, though I 
believe that was not yet submitted via git, since I had not requested it 
yet due to the pending issues.
