Nobody said create a new tool, and don't think Lokalize is a good example in this context ;-)

Gtranslator is the "official" translation tool for GNOME, but maintainer has dissappeared... just fixing some bugs and maybe adding some new features would be enough to have a completely usable tool.

We just need people interested in hacking on this tool... could you help us?

Why would we need to reinvent the wheel and create a brand new offline
translation tool? Programmers' time would be better spent in
contributing to the freely available tools that we already have:

Poedit is freemium, but the other two tools are libre.
