Hmm. I'm not sure I understand it completely. I hope it can be fixed
though, maybe the Transifex people will add the feature.

That is not Transifex specific but applies to all localisation. If you
care about quality you should restrict acces to registered translation
teams. Not sure how that works in Transifex though, but there usually
are a few Transifex experts lurking on this list, so maybe they can
explain.
