That makes work easier, but it's not required for contributing. The
one and most important factor is that each SVN account is personal and
granted on personal merits (contributions).

There is some help on

"Choosing the first packages to translate". As any document, that
might be slightly out of date, but it should give an idea about what
to focus on first.

In the end, like any account decision, it's up to the admin who
resolves the account request, but I can tell you that no account is
ever allowed without existing contributions. For translator accounts,
the rule of thumb as described on
http://live.gnome.org/TranslationProject/RequestingAnAccount is "a
handful of complete translations that are more than a hundred messages
in size". When you think you meet those criteria in SVN (and other
criteria listed on
http://live.gnome.org/TranslationProject/RequestingAnAccount), feel
free to submit your account request.
