Maybe they don't know Latin much. If they knew Latin, they may have
preferred to use az_AZ instead of az_IR, since the az_AZ translation
will probably be more easier to read (it's phonetic, after all), and
more complete.
When I translate for Persian, I always think that the user may know no
or very little Latin, or he may have used English or another language
which she has learned the Latin script with. So I transcribe names and
abbreviations as much as possible.
