No, not at all. You can start translating files at
http://developer.gnome.org/projects/gtp/status/gnome-2.6/en_CA/
(start with developer-libs and desktop categories).
Christian Rose will probably get in touch with you soon to discuss
administrativia, but you can get on with the work right away. Until
you submit a few translations, you won't get your CVS account, but
once you do, you'll be able to commit them yourself.
Until then, you'll be able to send your translations (gzipped, msgfmt
-cv passed :) to some of us who will be able to commit them on your
behalf. But before that, be sure to arrange Bugzilla setup, get
yourself listed on
http://developer.gnome.org/projects/gtp/teams.html
etc.

No need to wait -- the sooner you jump on the bandwagon, the sooner
