msgfmt doesn't like unedited copies and barfs. I'd have to edit a few
headers fields before copying the files. I admit that this is not much
work. However I'm not sure if an unmaintained translation is really
helpful. If there is consensus that it is, then I will just keep them
all enabled.

I usually don't know that I will do a release a few days beforehand.
My plan is to do releases every four weeks if the tree is in a good
state then. Usually it gets delayed one or two weeks. 1.3.12 is
definitely just around the door.
