it turns out that it is not as easy as I thought. If I'd move all the
po files into a new directory po-tips and install a standard
Makefile.in.in there (as it is used in all the other po-foo
directories), I'd also have to create empty po files for all the
translations that currently don't provide a tips translation. Since
there are quite a few abandoned translations in the gimp tree, I'd
prefer not to add empty po files for them.

There are several possible solutions and I'd like to get your advice:

(1) Remove all languages that don't provide a tips translation from
    ALL_LINGUAS. This will force translators to add the missing po
    file.

(2) Add empty po files for all languages that don't provide a tips
    translation, even if they are obviously unmaintained.

(3) Remove all languages that haven't been updated for a very long
    time from ALL_LINGUAS and add empty po files for the remaining
    supported languages.

The third proposal is sortof of a compromise between (1) and (2).
However it makes it necessary to find a rule that allows me to decide
what languages are actively maintained and which are abandoned.
Solution (1) would give me an easy way to do this. We'd just disable
all translations that did not yet take care of adding a tips
translation and wait for the translators to provide one in order to
resurrect the particular language. Does this seem overly drastic or do
you agree that it is a reasonable way of handling unmaintained
translations? Of course I'd wait with this change till after the
pending 1.3.12 release.
