I agree.
* All strings must be encoded in US-ASCII only that can be appeared
as msgid strings or comments in *.po files.
* If the string can be represented with readable mnemonic like
'é', write the string with them as a comment. Or, provide
files in utf-8 or another and refers to it in a comment.
