As a user I rather use an unmaintained jewel than a maintained piece of

And you're free to do so, and you will continue to be free to do so.
However, for very practical reasons, we need to move the module to the
archive in the source repository, as already explained in detail in
this thread. This has absolutely *nothing* to do with you as a user,
or your freedom to use any software you want.

But this isn't really the case. It sems that individual useful modules
are moved to archive after while many others are remaining. Take for
example gnome-print-admin.

That's probably because this has absolutely *nothing* to do with
"usefulness". It has everything to do with *being maintained*. Please
do not confuse those two.
