Actually, these days it's as accessible as any other desktop feature...
focus the menu item, press Shift+F10, and voila: a context menu for the
menu item appears.  

Whether or not anyone will ever discover it, be they sighted, unisghted,
motion-impaired or Olympic gymnast is another matter :)
