That's exactly what I was proposing.  The part I described in a bit more
detail I guess was the application side, as I'm an application programmer.
In the control panel, however, I'd expect locale-based (and other)
keymappings such as "VI" or "Emacs" or "Windows" or "Traditional Gnome" or
"Custom" or whatever.
