consider this:

I say that ANY hard limit, no matter if 2 seconds, 4 seconds or pi seconds
makes any sense because it is arbitrary and arbitrary limits almost never
make any sense.

so an app now plays a 4 seconds sound at every mouse click and can call
itself compliant, while a system tool trying to warn me from a shutdown
plays a 4.2 second "system is going down for maintenance" and is not?

I don't think we should draw any arbitrary lines. instead, I suggest we
explain what the usage of sound should consider, how sounds fits into the
overall gnome interface and where it's possibilities and limits to the user
are. then, and only then, can we go on and make a few suggestions. only with
this background knowledge and the clear statement that the suggestions are
exactly that, can an app coder know where he can break them without breaking
the interface - or compliancy.
