yes use bugzilla and provide the test.
I fetched the resource you pointed at ran it through xmllint and it
pointed out the validations errors but did not crash. So make sure
that you really tested with the /usr/bin/xmllint binary coming from
the update and if it still crashes provide the full document including
the DTD if you modified it.
