style guide build system

Folks -

Could someone who understands the Style Guide build system take a look
at it? Someone (Dan?) set up a makefile that automatically builds the
html visible on the web site. That is currently not happening for some
reason, which means some nice updates from Eugene are only visible to
those willing to do magic cvs incantations.
