I don't know of MS having something like that. AFAIK, this idea was
raised in this list. Although, there may be other implementations doing
something similar, but not that I know of.

because we are going to support some non-DBMS backends, which know
nothing about SQL. And using XML; you've got more flexibility to deal
with the multiple differences between the different backends.
