What you wrote rings a bell: I usually use XFCE instead of Gnome!
I just quit my XFCE session, and open a Gnome one. gnome-settings-daemon appears to run this time, as ps return this:
500       2411  4.9  0.9 907008 39180 ?        Sl   16:06   0:06 /usr/libexec/gnome-settings-daemon

root      3003  0.0  0.0 109196   896 pts/0    S+   16:08   0:00 grep --color=auto gnome-settings-daemon

It looks like gnome-session isn't being run; I think you probably need
to file a big with your distro as something looks broken with how your
user session is being started. I can't help you much there, sorry.
