What is the bug exactly? Should I file it? Are you already fixing it?

Panel depends on bonoboui. Don't know if it should go there though. Is
it just a matter of parts of it needing to be split out and put into the
respective modules that they effect (bonoboui stuff in bonoboui, panel
stuff in panel, etc...)? If so, now is probably a good time to get that
done, so that we can have things Just Work (TM) more often in 2.18.
