Seems like it. Font scaling is set to 0.88. But when manually resizing the window to the full width (via dragging the right border), Gnome shows a value of 1650 at maximum.

Geary's main window is the only one which does not work with either
 approach for me.

 I can confirm this if my screen is too small for a docked window.

 I can dock on a 1920x1080 screen, but not on a 1600x900 screen.

 Geary's headerbar eats up a lot of screen estate, with:
 - new
 - reply
 - reply all
 - forward
 - mark
 - add label
 - move
 - account/label/folder (different sizes)
 - trash
 - archive (sometimes)
 - search
 - close

it might not be possible to dock on smaller screens with the current
 layout.
