Suits me. Perhaps a link to the bzr latest version, so that non-techies 
can see the TODO as well.

Then a common TODO structure.. how about:

<date>: <author> <<email>>: <description of the idea on multiple lines
with links to email discussions, previous implementations
and so forth>
