Check your build environment... Tests are most likely disabled [see
gar.lib.mk]. You can work around this for totem by adding
CONFIGURE_ARGS += --enable-debug --enable-tests
CFLAGS += -g
CXXFLAGS += -g
at the *bottom* of the totem GAR Makefile.
