I usually CC the gnome-announce lists and so when I release the tarballs
themselves -- but having them posted somewhere like gnomedesktop.com
and/or a link on the GARNOME homepage is probably a good idea.

(oh, and yes -- there will be stable GARNOME releases for each release)
